Eminent British harbour engineer Sir John Coode was commissioned by the newly formed Melbourne Harbor Trust (1877) to provide a plan to improve shipping access which involved the challenging task of redirecting the course of the Yarra to build Coode's shipping Canal, build dock facilities. The land was originally a flood plain of swamps, tea tree forest and sand flats.
