Established in 1877 to regulate the docks and improve shipping access, by 1904 the Melbourne Harbor Trust was well into its ambitious program of improvements, including redirecting the course of the Yarra to build the Coode Canal, docks, swinging basins and facilities to link freight with industrial sites. The land was originally a flood plain of swamps, tea tree forest and sand flats.
